“The UK For-Profit Sector – Dynamic or Dangerous?” by Kate Davies (May 2025)
In this white paper, Kate Davies explores the growing role of For-Profit Registered Providers (FPRPs) in delivering affordable housing in the UK. Drawing on her dual experience as former CEO of Notting Hill Genesis and current Chair of an FPRP, Kate sets out to clarify what FPRPs are, examine the concerns they raise, and propose ideas for better understanding and integration within the housing sector.
The paper is structured in three parts:
- What FPRPs are – providing definitions and operational insights.
- Risks and benefits – addressing both criticism and potential.
- Recommendations – outlining proposals for sector collaboration and improved regulation.
Kate notes that FPRPs are often misunderstood and aims to provoke a constructive debate. The insights are informed by interviews with 25 sector professionals, though the views expressed are her own. The introduction closes with acknowledgments and an open invitation for further dialogue.
